Stalking, Harassment, and Restraining Orders
Expert Analysis, Court-Ready Reports, and Professional Testimony
Georgia Forensic Consulting provides specialized forensic consultation in matters involving stalking, harassment, and protective orders throughout the state of Georgia.
Stalking can often be misunderstood as person physically following someone from place to place.
In reality, stalking does not require physical pursuit or in-person contact. Modern stalking frequently occurs through repeated communications, monitoring, unwanted contact, digital surveillance, third-party messaging, or persistent boundary violations that cause fear, distress, or disruption to a person’s sense of safety.
Our services are designed to assist courts, attorneys, and petitioners in understanding stalking behavior, assessing risk, and presenting clear, evidence-based information in TPO and stalking-related proceedings.
Stalking cases often hinge on patterns of behavior, escalation, and psychological impact, which are areas that are frequently misunderstood or minimized without expert clarification. Our role is to bring structure, research, and clinical-forensic insight into these high-stakes matters.
Forensic Stalking Assessment & Behavioral Analysis
Stalking is rarely defined by a single incident. Instead, it involves repetitive, intrusive, and unwanted behaviors that create fear, distress, or disruption to a person’s safety and daily functioning.
Our forensic evaluations incorporate structured, research-informed approaches, including principles drawn from the Stalking Assessment and Management (SAM-2) framework, a widely recognized professional model. This framework emphasizes:
Identification of stalking typologies and motivations
Evaluation of behavioral patterns and escalation
Assessment of risk factors for persistence or violence
Distinction between situational conflict and fixated or obsessive pursuit
Our analysis is tailored specifically to the legal questions before the Court, rather than to treatment planning.
Temporary Protective Order (TPO) & Stalking Protective Order Support
We provide forensic support in cases involving:
Temporary Protective Orders (TPOs)
Stalking Protective Orders (SPOs)
Motions to extend or convert temporary orders to permanent orders
Contested hearings where stalking behavior is disputed or minimized
Services may include:
Forensic review of communications (texts, emails, social media, voicemails)
Pattern analysis demonstrating repetition, fixation, or escalation
Clarification of stalking dynamics for judicial understanding
Written forensic reports suitable for court submission
Our work helps the Court understand why certain behaviors constitute stalking - not merely that they occurred.
Expert Witness Testimony
When appropriate, Georgia Forensic Consulting serves as an expert witness to:
Explain stalking behavior and escalation in plain, court-appropriate language
Address common myths (e.g., “annoying but harmless,” “mutual conflict,” or “just communication”)
Differentiate stalking from ordinary relational disputes
Contextualize victim responses such as avoidance, fear, or hypervigilance
Expert testimony is focused on education and clarification, not advocacy, and is grounded in established forensic and behavioral science.
PTSD & Trauma-Related Psychological Assessments
Stalking is highly correlated with post-traumatic stress symptoms, even in cases where physical violence has not occurred. Research consistently shows that stalking victims experience rates of PTSD, anxiety, depression, and functional impairment comparable to survivors of other interpersonal traumas.
We conduct forensic PTSD and trauma-related assessments to evaluate:
Presence and severity of PTSD symptoms
Trauma responses directly linked to stalking or harassment
Functional impact on work, relationships, and daily life
Psychological harm relevant to protective-order proceedings
These assessments are structured to meet forensic standards, with careful attention to differential diagnosis and legal relevance.

Rates:
Hourly: $250.00 per hour
Retainer: $2000.00 per 10 hours
Expert Testimony: $800.00/4 hours, $1600.00/8 hours
Expedited Testimony (Court is within a week of initial consultation): $1000.00 (*Note: ability for expedited testimony is largely base on evaluator’s availability for the week).
Depending on the needs of the petitioner, and due to the amount of time it takes to review and become familiar, it is highly recommended to work off a retainer for this service, particularly if a report is necessary. Based on the amount of time spent in consultation, the retainer option has the potential cover funding towards expert testimony and may bypass the need for additional expenses.
In short, depending on the case, the retainer option may be able to satisfy - or get close to satisfying - the funds for the entirety of the evaluator’s role.
